Living in a homeowners association or deed-restricted community is one of the most common challenges in amateur radio today. Fortunately, it's not an insurmountable one. Between federal preemption law, genuinely effective stealth antenna options, and community strategy, there are more paths to HF operation from a restricted property than most new hams realize.

PRB-1: Your Federal Baseline Protection
PRB-1 is a 1985 FCC declaratory ruling that requires state and local governments โ and by extension, most HOAs โ to reasonably accommodate amateur radio antennas and cannot impose a blanket prohibition on them. The key language is that restrictions must:
- Reasonably accommodate amateur radio communications
- Represent the minimum practicable regulation to accomplish the local authority's legitimate purpose
In practice, this means an HOA cannot categorically ban all antennas. But it can impose reasonable restrictions on height, appearance, and placement. "Reasonable accommodation" has been interpreted differently in different states โ some have passed additional state-level PRB-1 protections that go further than the federal ruling.

Stealth Antenna Options That Actually Work
Thin Wire Dipoles and End-Fed Wires
26-gauge or 28-gauge magnet wire is essentially invisible from more than 20 feet away and survives outdoor exposure reasonably well when protected with UV-resistant coating. A 40m end-fed half-wave at 26 gauge weighs almost nothing, can be strung between trees or along a fence line, and is genuinely difficult to spot from a neighbor's yard. Paint the feedpoint enclosure to match your house. Most HOA boards that object to antennas are responding to visible structures, not thin wire they can't see.
Flagpole Verticals
A 25โ33 foot aluminum flagpole can serve as a resonant vertical antenna for HF when properly installed with a matching network at the base. Flagpoles are explicitly permitted by most HOA rules (they often can't legally ban them). Several commercial products โ including the Greyline DX Commander and various "flagpole antenna" kits โ make this straightforward. Fly an actual flag and the antenna is completely disguised in plain sight.
Magnetic Loop Antennas
A tunable magnetic loop antenna operates over a limited bandwidth but can be placed indoors โ on a balcony, in an attic, or in a back room โ with reasonable performance on 40m through 10m. The Alpha Antenna loop, MFJ-1786X, and similar designs are popular choices. Performance is genuinely good for their size, though you'll need to retune as you change frequencies. Power handling varies โ most indoor magnetic loops are limited to 25โ50W.
Attic Dipoles and Loops
An attic-mounted dipole is invisible from outside and completely legal from an HOA perspective since it's inside the structure. Performance is reduced by the roof โ particularly metal roofs, which act as a Faraday cage and can make attic antennas nearly unusable. Standard asphalt shingle roofs attenuate HF only modestly. Many operators run a full 40m dipole folded as an inverted-V in a standard attic with acceptable results on 40m, 20m, and 10m.
Engaging Your HOA โ A Practical Strategy
Many amateur radio operators who live in restricted communities have successfully negotiated antenna permission by approaching the HOA board proactively, professionally, and with documentation. Here's what tends to work:
- Read your CC&Rs carefully before doing anything. Many HOA documents restrict "satellite dishes and external antennas" โ language that was written with TV antennas in mind and may have specific exceptions or size thresholds.
- Submit a formal written request that describes the antenna, its dimensions, its visibility from the street, and how you plan to minimize visual impact. Attach photos of similar installations from other neighborhoods.
- Reference PRB-1 and your state's amateur radio preemption law if applicable. Boards often respond differently once they understand there's a federal dimension to the discussion.
- Offer concessions โ painting the antenna to match the house, limiting operating hours, agreeing to a height limit slightly below your ideal. Compromise positions are much more likely to succeed than demanding full accommodation.
- Contact your ARRL Section Manager โ Many sections have members experienced in HOA negotiations who can provide guidance, correspondence templates, or sometimes direct support.
When the HOA Says No
If your HOA denies a reasonable antenna request, your options include: filing a complaint with your state's HOA oversight agency (if one exists), consulting an attorney familiar with telecommunications and HOA law, operating portable (POTA activations don't require your home antenna), or operating via remote โ using a SDR or transceiver hosted at a remote location with a proper antenna, operated via internet from your home.
Remote operation via services like RemoteHamRadio.com or a private remote station setup gives you full HF access regardless of your home antenna situation. It's a legitimate and increasingly popular solution for HOA-restricted operators.
Bottom line: Most HOA restrictions on amateur radio antennas are negotiable, and many can be resolved with a thin wire most neighbors will never see. Start with stealth wire antennas, engage your HOA professionally, and know your federal rights under PRB-1. You are very unlikely to be the first operator to solve this problem, and the amateur radio community has decades of accumulated wisdom on exactly how to do it.
